Rationale
Remove snapping turtles: By removing snapping turtles from the list of species allowed to be taken by the various forms of hook and line depicted in this regulation, the Department is striving to minimize the capture of non-target turtles, many of which are designated as Species of Greatest Conservation Need in Virginia’s 2025 Wildlife Action Plan.
Section D: Where possible, DWR seeks consistency in regulation with other states on shared waters. Historically, this regulation was published in the regulation guide but not formally in regulation. This addition will formalize the requirement and ensure consistency with Tennessee.
